  • Date: Thursday, January 8, 2026
  • Time: 9:00 a.m.
  • Location: Katcho Achadjian Government Center, Board of Supervisors Chambers
  • Address: 1055 Monterey Street, San Luis Obispo

Planning Commission Leadership for 2026

One of the first items of business will be the election of the Planning Commission Chair and Vice Chair for 2026. These leadership roles help guide meetings, manage public hearings, and shape how planning issues are addressed throughout the year.

Consent Agenda

The Commission will consider approval of draft meeting minutes from:

  • September 25, 2025
  • November 13, 2025

Consent agenda items are typically approved in one motion unless a commissioner or member of the public requests separate discussion.

Key Hearings to Watch

Los Osos Hotel Condominium Project (Continued)

A proposed 12-unit hotel condominium project in Los Osos, submitted by Bonaire Investments, will be continued to the January 22, 2026 Planning Commission meeting.

The project includes:

  • Two two-story hotel buildings
  • A mix of one- and two-bedroom extended-stay units
  • Onsite and shared parking
  • Solar panels, walkways, landscaping, and common facilities
  • Location: 1319 Van Beurden Drive, Los Osos (Estero Area Plan)

County staff recommend the continuance and have determined that previously certified Environmental Impact Reports remain adequate for CEQA compliance .

Templeton Wireless Telecommunications Facility

The Planning Commission will consider a request by The Towers, LLC to construct a 70-foot monopine wireless telecommunications facility at 202 Easy Street in Templeton.

Project highlights include:

  • A disguised “monopine” cell tower
  • Antennas, equipment cabinets, and backup generator
  • A 40’ x 40’ fenced lease area
  • Industrial land use designation

Staff recommend approval, noting that the project is exempt from CEQA because it will not result in a significant environmental impact .

Paso Robles Groundwater Basin – Fallowed Land Registry

The Commission will also consider an amendment to the Inland Land Use Ordinance establishing a fallowed land registry under the Paso Robles Groundwater Basin Multi-Benefit Irrigated Land Repurposing (MILR) Program.

This policy initiative supports groundwater sustainability and long-term agricultural land management. Staff recommend forwarding the item to the Board of Supervisors for approval, and the proposal qualifies for a CEQA Class 7 categorical exemption .

Public Comment

Members of the public may speak during the public comment period on items not listed on the agenda. Individual comments are generally limited to three minutes.

Why This Meeting Matters

Planning Commission decisions shape:

  • Coastal and inland development patterns
  • Agricultural land use and groundwater policy
  • Telecommunications infrastructure
  • Property entitlements and long-term land values

Staying informed allows community members and property owners to anticipate changes before decisions advance to the Board of Supervisors.

Estimated Adjournment

The meeting is expected to conclude by approximately 11:00 a.m., depending on discussion length and public testimony.
